Functions and Mandate


The former South African National Academy of Intelligence (SANAI), now the Intelligence Academy under the SSA, was established in terms of the Intelligence Services Act 65 of 2002, with a mandate to provide quality intelligence training to the members of the Intelligence Community.


SANAI was formally launched in February 2003, and immediately assumed its challenging role of producing intelligence officers who not only understand South Africa's national security paradigm, but can also carry out their duties within the values and ethical principles demanded from each officer.


The SANAI campus (Mzwandile Piliso Campus), located in Mafikeng, is named after the late Mzwandile Piliso, a veteran intelligence officer, who played an important role in a non-statutory intelligence body that served the liberation movements.


Legislative Mandate


The Act prescribes that the Academy:

  •  Must provide training for persons in, or conduct such examinations or tests as a qualification for the appointment, promotion or transfer of persons in or to, the Intelligence Services or departments, as the case may be, as the Minister may prescribe
  • May issue diplomas or certificates to persons who have passed examinations or tests
  • Must have a Training fund administered by the Chief Executive Officer, which is used to promote training.  The Training fund consits of money defrayed from Services, money appropriated by Parliament and any other money accruing to the Training Fund.


The Academy is also governed by, inter alia, the following acts:

  •  Public Service Act, 103 of 1994: for the establishment of the Academy as an organisational component
  • Public Finance Management Act, 1 of 1999: for the financial management and control of financial resources of the Academy
  • South African Qualifications Act of 1995: for accreditation and recognition of the training programmes of the Academy.
